Yes, and New York even gave the online version its own name: IPIRP, the Internet Point and Insurance Reduction Program. An approved IPIRP course delivers exactly what the classroom PIRP course delivers, the reduction of up to 4 points and the mandatory 10% insurance discount for three years, with the DMV treating the two formats identically.
The catch in New York isn't format acceptance, it's sponsor scarcity. The DMV approves specific sponsors to deliver IPIRP, and the statewide list is short, roughly a dozen organizations, with course sites often operating under sponsor umbrellas. A course only counts if it traces to a DMV-approved sponsor, so the credential to look for is the sponsoring agency's approval, not the website's branding. The DMV publishes the approved list; every course we compare traces to it.
Format changes nothing about what the program can't do: no New York ticket is dismissed by any course, online or off. The fine and conviction stand; the course works on points and premiums afterward.
Every approved online course we track is compared on the New York page, the two benefit clocks are on our frequency page, and the math is on our cost page.
