New York runs its two benefits on two different clocks, and plenty of drivers take the course on the wrong one.

Clock one, points: completing a DMV-approved Point and Insurance Reduction Program course reduces up to 4 points on your record, and that benefit is available once every 18 months. The reduction applies to points from violations in the 18 months before completion, so timing matters: take the course after the points exist. Points from a ticket you get next month aren't touched by a course you finished last week.

Clock two, insurance: the same course completion earns a mandatory 10% reduction on your liability and collision premiums, and it runs for 3 years. When the 3 years end, the discount ends, and the renewal move is simply taking the course again. For a lot of New Yorkers with clean records, this is the whole reason PIRP exists: a course every third year as a standing 10% line item against New York premiums, no ticket required.

Notice what that means in combination. A driver using the course for points in year one can retake it in year four for a fresh discount cycle, and the two uses don't interfere; the 18-month point clock and the 3-year discount clock run independently. The state doesn't limit how often you sit the course itself, only how often each benefit pays out.

What no frequency unlocks: dismissal. A New York ticket is never dismissed by a course, at any interval; the fine and conviction stand and the course works on the aftermath.
